If you are talking about what I think you are talking about (the Auto ISO sensitivity control), the minimum shutter speed is only good until the camera cannot make a proper exposure with the highest ISO setting. Then, the camera will drop the shutter speed below the minimum speed you have selected. In other words, the minimum shutter speed is a rule that the camera can break when the maximum ISO will not give a good image. See page 84 of the camera user's manual.
