The Nikon View Photoshop plug-in uses the white balance you set by default, although you can change it to one of the other presets - but you can't fine tune them like you can in-camera. The only other setting you can adjust is exposure compensation, so I guess other parameters - such as the tone compensation curve - are based on the camera setting.

Try resizing your pictures so they're no more than 600 pixels on their long axis (so they'll fit most screens) then save them as a JPEG and adjust the amount of compression until you get a file size below 70Kb. You should be able to get good looking results most of the time that way.
