"D-100 Auto ISO"

Can someone explain the logic why the Auto ISO function is not part of the standard ISO function? It could have easily been inserted as ...800, 1600, H-1, H-2, AUTO, 200... This would have automatically disabled the H-1 & 2 from use while in Auto mode.

Also, when I use Auto ISO, the D-100 always seems to use the ISO that was chosen. Am I missing something here?
