Many, including myself, have commented on what they want which is broadly in line with your list. Whether or not the Tsunami had a direct impact on a D400 release is arguable. Perhaps it is now a brinkmanship situation as I've mentioned before and who blinks first, Canon or Nikon.
However, as a once D300 owner the general opinion is that not withstanding the many things missing, (AF-ON, ten pin socket, fully sealed magnesium body etc etc, in terms of the sensor and low noise qualities the D7000 and now the D7100 are well away from the D300/s. I've gone and said all that, but I much preferred the functionality and ergonomics of the D300 (in line with my old D700 and D800) and hope current owners do get their D400. As a D800/D7000 owner even I may be interested
