That is not true as a general statement.
The higher-end Nikon DSLR's (including the D300s) do offer the option of using the lens' aperture ring rather than the camera's command dial. This is controlled by one of the Custom Settings (on the D300 it is f7, I'm not sure which it is on the D300s).
Note: I never used a D300s for video, so I don't know for sure whether using this setting will allow one to alter the aperture during recording.
