Both camera and flash exposure compensations are set to 0.0.

Also, I used both D70 and D200 on the same scene, all using Programming auto mode. Both are DX lenses, one is like 18-55 and the other 18-75 (or 70).

The D200 has no problem with regular shooting without flash.

So it has to be either the camera or the camera settings.
