Sparkle and good skin tones don't really go together. Specular highlights are achived by a direct, harsh, small light source. This will also cast shadows where you don't want them and make skin look bad.
It might be tough to bounce the flash outside. But you really want it off the camera, whether it's a studio unit or speedlight(s).
You could get blurred Christmas lights encroaching on the subject's face at slow shutter speeds, depending on where in the frame they are located relative to the subject.
I would probably shoot everything at ISO 12,800 on the D3s, and keep shutter speed as high as possible while still allowing the lights to register. You'll probably be shooting around f/3.5 or so in that case.
I'm not sure why you're so hung up what size flash unit(s) to use.
