If "AF Activation" is set to OFF as you say it is, then releasing the AF-ON button stops autofocus. The lens should stay focused where it was when you released AF-ON.If you are in AF-C mode then your AFC priority setting determines what happens when you press the shutter button. If it is set to Focus Priority then it may not fire if it thinks it is not in focus. Your subject may move, or you may very slightly shift framing even if you didn't intend to do so.In your case you are recomposing so in AF-C Focus Priority mode the camera will not fire.If you set it to Release Priority or Focus+RElease Priority then it will fire. I assume you have AF-C set to Focus Priority?If so you need to use the adjacent AE-L/AF-L button to lock focus. Or some other button like the Func button.
