I think the key to good night shots is not so much a matter of shutter speed and aperture - which will, of course, depend on your scene - as of using ISO 200 and the noise reduction function (Custom Setting 4 - Long Exposure Noise Reduction) to keep your shot as 'clean' as possible.

Note that when you use the noise reduction function the camera can take a very long time to process each shot.
