Basically, there is a reciprocal relationship between shutter speed and aperture with respect to exposure. So, if you get proper exposure at 1/125 and f/11, you'd also get proper exposure at 1/250 and f/8, as well as at 1/60 and f/16.

With film this reciprocal relationship breaks down at longer exposures, that you get underexposure, and IMO even more importantly, color shifts.
