This question comes up every day. Nikon's AF-I/AF-S teleconverters are designed for their professional telephoto lenses and zoom lenses. There are only four zoom lenses that can even mount these TCs,

AFS 80-200mm f2.8
AFS 70-200mm f2.8 versions I and II
AFS 200-400mm f4 versions I and II
AFS 70-200mm f4

edit: While the AFS 70-200mm f4 is not listed on the TC compatibility chart it is listed as compatible in the lens instruction manual.
