Also you are shooting a 1/1000 second with VR on, turn the VR off unless you are under 1/500 second. As mentioned above f14 is not where you want to be shooting wild life. I am, generally, always at f5.6 when shooting animals with my 500mm and this will enable you to keep the shutter speed high and the ISO low.
From my experience, it took 500 images for ME to develop a technique to get the best out of the lens. Practice on the birds in your yard for a couple of weeks before you look at the lens as a problem.
