My take on this is that VR is always better having it than not. If you only shoot on a tripod or at high shutter speeds than I wouldn't worry about it. But you'll really appreciate it when you don't have much light, can't use a tripod, want to use a low ISO, using a ND or CPL, get older and shakier, don't want to carry multiple focal length lenses, etc. I can't even count how many more "keeper" images I have because of VR. Nothing worse than having a sharp lens and a great shot ruined by camera shake.
