I use my wide angle lenses, Nikon 14-24/2.8 and Zeiss 25/2, mainly for landscapes. For a wa capture you often want to have optimal sharpness of objects that are close to the camera. Therefore, even slight movements of leaves etc. will lead to blur at low shutter speeds. It is better to use sufficiently high shutter speeds and increase iso, if necessary. I believe that VR is only useful for longer lenses or for cameras with poor high iso performance - I liked vr a lot even at wide angles when I was using a D200 and the 18-200 lens.
A cursory look at my historical data shows that about 90% of the captures with the 14-24 were taken at 1/50 s or faster, the 10% with longer exposures were taken with a tripod.
Again, this is the way I use wa lenses, others might still like to have vt with their wide angle lenses..
