On the N90 & N90s, the AE-Lock is a lever that the user slides and holds to lock exposure while depressing the shutter release 1/2-way, which sounds like you are doing.

Not sure if metering mode matters, but the Nikon user manual recommends filling the CW reference circle with the subject.

Are you using CW or Spot metering?
