On Nikons website, under software, the Utility link takes you to an 'update' not the actual Utility itself. Can someone guide me in the right direction?

That link takes me to the same page that says
"This software update program is for the customer-owned product listed above"
Note that it says "..update.."
So where do I find the program that is being updated? I have already downloaded that file and it gives me no exe file to launch the program.

Follow this link to the Download Center
https://downloadcenter.nikonimglib.com/en/products/548/Webcam_Utility.html

The link is for Windows only.

Scroll to the bottom of the page.
Check the box to Accept the terms
Click on Download

It downloads an .exe file that contains the program The file name is:
S-NWU___-010001WF-ALLIN-ALL___.exe

Open or run the program after the download is complete. It goes through installation.

This is a Utility - it is not stand alone software. It allows you to choose your Nikon camera and use it as a webcam for other programs. You still need the other program whatever that is.

Again, the link takes me to a page that says "This software update program is for the customer-owned product listed above (the “affected product”)," It doesn't take me to an exe file that for actual application. When I download it there is no EXE file to launch the application.

Here are the steps I take:

Follow this link to the Download Center
https://downloadcenter.nikonimglib.com/en/products/548/Webcam_Utility.html

I get this screen:

Click on image to view larger version

I select View Download Page and it takes me to this page:
Click on image to view larger version

I check the box and choose my region - North America.

Then I select the Download button and it downloads a file that is a .EXE

Just open or run the program.

If you are seeing a different web page, you could try another browser. I'm using Chrome, but it should work with Edge or Firefox.

Notice, if you would, the second image says "update". I have downloaded that file and ran the EXE. It created folders on my computer but there is no EXE file to launch the application.

The Webcam Utility is not an application that you run. Once you run the EXE and it creates the back end data for the utility, you access it through your tool of choice. You just select your Nikon Z camera as you would any other camera.

The webcam utility is not software for blogging or video conferencing. It's software to allow your camera to be used for those activities.

https://www.nikonusa.com/en/learn-and-explore/a/tips-and-techniques/how-to-live-stream-using-a-nikon-camera.html

This video describes setup:

For video conferencing or webinars, you might use Zoom, Teams, or similar tools.

For v-logging, you might use a product like SparkoCam or similar products.

Here is a pretty good overview of the alternatives for web conferencing:
