The
Levels tool is used to control brightness and contrast in
an image. The histogram in the dialog box gives a representation
of the image pixels according to tonal value. The left hand
side of the histogram represents the dark values and the right
hand side represents the light values. The center represents
neutral gray. When you see a peak in the histogram it means
that there are a lot of pixels present at that particular
density range.

Gray
Input Slider - An image can be lightened or darkened
by moving the neutral gray point right to darken or left to
lighten the image. When you move the neutral gray point to
the right more of the pixels will be on the dark side of the
neutral gray point therefore the image will be darker. When
you move the neutral gray point to the left more of the pixels
will be on the light side of the neutral gray point therefore
the image will be lighter.

Black
& White Input Sliders - Moving the black and
white input sliders towards the center of the histogram increases
the amount of contrast in the image by truncating the darkest
and lightest values in the image and expanding the values
left in a smaller part of the image left over.

Output
Levels Sliders - Moving the output level sliders
towards the center compresses the output tonal range of the
entire pixel content of the image and therefore it lowers
contrast.
