Yes the D800 will matrix meter with AI-S lenses. To enable it, you need to enter the lens focal length and maximum aperture in a table. There are 9 entries available in the table and you need to select the index for the lens you are using. You can program one of the three programmable buttons as a fast path to non-CPU lens selection. When you select the index the lens parameters are displayed on the top LCD for verification.
Your Samyang lens should work without a table entry because the AE chip should communicate the required information to the camera body.
