I can't get over this inconsistency...

If I use a DX lens on my DX camera, I get a properly "magnified" image (consistent with the focal length number on the lens). If I use an FX lens (of the same numerical focal length) on my DX camera, I get 1.5 times the effective focal length. But... if I put any lens on my Nikon 1 - regardless of the number on the lens, I get 2.7 times that number in image focal length. Why did Nikon decide to alter the focal length value on their DX-designed lenses and not the CX-designed lenses?
