Do the Nikon 1's meter with non cpu lenses?

Unfortunately no, non-CPU lenses won't meter. Here is a link to restrictions of the FT1 adapter including what will meter.

According to that chart, you have center weighted and spot metering and can use the camera in manual and aperture priority with AI lenses.
