"D7100 Shutter Fires Even When Object is not in Focus"

My D7100 shutter fires whether I set autofocus to release or focus. Autofocus settings don't seem to make a difference. AE/AF button is set to AF On.

Is there another setting I need to change?

Check your focus settings.

AF-C tends to do this by default.
AF-S tends to require focus by default.
Both are changeable, Custom Settings a1 and a2.

It appears the function of the AF-On button has changed. When it is set to off the AF-S does require focus.

That does appear to be a change. See page 77 of the English manual.
