The sensor on the remote unit is directional. Check to see if it works when pointed at the camera. If your walls are white enough, the natural bounce of the light will often find the sensor anyway.
Is the commander flash putting out any light at all?

Some important things to check. Camera 1. Commander Mode - "--" if you don't want the built-in flash to contribute to the flash or "TTL" if you do want the built-in camera to add flash to the photo as well. 2. Select Group and Channel on the camera built-in flash such as "A 2" 3. Built-in flash is popped up and does flash when you push the shutter release
SB700 1. Move the switch to "Remote" (and have "REMOTE" displayed on the screen) 2. Match Group and Channel settings to camera such as "A 2" 3. Make sure the infrared sensor window is pointed so that it can see the flashed from the camera.
That should eliminate most of the common mistakes
