I am a bit lost. Can anyone tell me how to change the flash
settings on my camera to rear curtain?

Press the flash button to raise the flash and then press again and turn the command dial to select a flash mode.

The process is described on page 49 of the English D3200 manual. It's listed in the index under "Rear-curtain sync."
