I have had my D700 for several months now and just noted an anomaly. After shooting for a while on aperture priority, I can no longer adjust aperture with the front control (sub-command dial). I checked and had pressed the shutter release half way down. However, I cannot change the aperture. A few seconds later, I can make changes.
Camera is mounted on a tripod when this has happened.

Were you perhaps reviewing images on the rear LCD? There have been times that I've been looking at the image I just shot and then go to make an exposure adjustment, but the aperture setting doesn't change. Once I activate the meter with the shutter button, the camera switches from playback mode back to normal shooting and responds to exposure setting changes again.
