Welcome to Nikonians, Robert!

Yes, the camera does come with an EN-EL3e battery and a charger.

There are tales of some less honest stores trying to charge extra, but you should be fine with a place like Adorama

Absolutely they come with the USA D700.

I just picked mine up last week, & it came with both. It seems to gobble up battery life pretty quick (I was shooting in JPeg Fine), so I would recommend buying a second battery. I did, and have already found it helpful. You are going to love this camera! All I can say is WOW!!!
This is what a camera should be!!!

It seems to gobble up batteries only for a while. The more you recharge the battery the longer it starts every time. The first two times I charged my battery it seemed to get empty pretty fast. By the third time I exhausted it and recharged it, the battery lasted longer.

These batteries apparently like being topped off, so you should recharge them often. You'll see the difference soon...

When you first use a new D700, the EN-EL3e battery needs to charge the internal back-up battery. Coupled with the natural desire to play around with the camera and the need to go through a couple of charge cycles before the EN-EL3e performs at its best, this means the battery life seems poor at first. It will get better

Visit Nikon USA and at the very bottom of the Tech Spec is the list of supplied accessories.

I avoid stores that try to "upsell" batteries, chargers, kit with bag, CF card, tripod, and lens cleaner, or warranty. They are usually low quality high profit items.

I got mine from Adorama. Comes with everything that's been listed in the thread.

I find the battery life to be very good--better than my D200.
