it is my understanding you have to have a physical conversion for IR, is that correct?

If that is the case i would be very reluctant to convert the D7100, but it might be interesting to go with a sub $400 camera

I could convert my D80, or buy a inexpensive body. D80, D90, D3100 and D2H all come into mind, all being at or below $400.

the most modern of the bunch is clearly the 3100, but the downside would be not all of my lenses are compatible.

Ditto with the D2H, I have not replaced the shorter lenses with FX lenses yet I am sure there are other considerations on the choice.

my current lens bag is a kit DX 18-55, a non VR 70-300 a 70-200 VR 2.8, and a DX 1.4 35mm. Of the 4 bodies, which would be the best first step into IR photography?
