There doesn't seem to be a license statement in the manual. Does anyone have the original paperwork? I am trying to find out if selling or buying second-hand of the software is permitted.

In general selling used software only requires that you either give all your copies to the buyer or destroy them.
So if you sold the orginal manual and CD to someone you would destroy any backup copies you had made of the CD or include them in what you gave the buyer. This also means removing it from any computers you have it installed on.
Basically you should end up without any means of installing or running the software you sold. This effectively transfers the license to someone else.
