DST, Daylight Savings Time, is very much a political decision by governments from the national level to the municipality.
I have a "atomic" alarm clock and wrist watch and both have an "Auto" setting but they change on the 3rd weekend in October which was the U.S. standard before George W. Bush changed the starting and ending dates and the firm ware cannot be updated.
This is not related to DST but to synchronising between cameras in general.
I'm now sorting the video clips that my wife and I took in Canada last summer. I had changed the times for the my D800E and P7100 plus her D90, but I had forgotten to change the clock of my real camcorder. The result is that when I have all the 500 or so video clips on the timeline in the video editor, the ones from the camcorder are offset in time by 10 hours and have to be moved manually.
