"SU-4, SB-28, and SB-??? for multiple flash photography?"
I'm interested in buying an SU-4, so that I can use two speedlights for portrait taking. My dad already has an SB-28 I can use...however, I read that the SU-4 does not work with speedlights that have the "monitor pre-flashing," and that if I turn OFF the pre-flash on the SB-28 (as the master), I would no longer be getting matrix fill flash. The article I read then suggested that one should use the SB-28 as the slave flash...however, it did not mention what speedlight should be used as the master if one wanted to keep the matrix fill flash. Any suggestions would be greatly appreciated! thank you!

You don´t have to give up matrix fill flash, to avoid the preflash, pre-triggering the slave, simply tilt the triggering flash a bit and that is that, no pre-flashes, no 3D matrix, just matrix but that´s enough. What flash can be the trigger? Any, really. Santa brought me an SB-28 this year, which means I am finally ready to seriously consider doing multiple flash work. Would using an SB-23 work as a good main light, shooting the SB-28 (w/ SU-4) into an umbrella? Or would it really and truly work that much better with 2 of the SB-28's?
My understanding of the Nikon Flash System is that the SB-23 can talk to the SU-4 to send it TTL information, etc. (I can't really find any web information on the bigger picture of how to put all of this together)
p.s. I don't own an SB-23, but could easily justify it for the low price and the Nikon System integration features, along with being able to use it for fill flash work outdoors due to it's small size.
