"SB 16 A underexposes?"

US

I read someone wrote in F3 message board started by Leonard Foo that the SB16A TTL's capability actually underexposes and dilutes the flash output. Is there truth to this? That its better to buy an aftermarket flash with TTL because the SB16A was a first generation flash designed in the early stages of F3 in the 80 s? I am just curious as people would recommend Metz instead. Any advises on this are appreciated.
