SB-600 enough power? I'm doing something wrong help!

OK, I bought my second SB-600 this week mostly for use in product shots, though I will be using it for portraits and other projects.

I'm a little concerned with my first dual strobe attempts tonight. My plan has been to pick up the second strobe and then an SU-800 for commander and more control, though I don't have it yet. So for now I'm using my D70s as commander, I realize of course it's limits as commander.

I shot the following and am not at all pleased with the light output. The lights are bounced off an UmbrelSoft II and then through it's diffuser, I realize I get some light loss with this setup. However the lights are less than 3' from subject and as you can see the results are quite dark. Shot info:

RAW
f4.2
1/60
Commander TTL
Flash EV +1.0 (to get as much power as possible)
ISO 400 (I'd rather shoot at 200)

My questions are:
- am I doing something wrong?
- I tried both wide and zoom on the strobes to no effect, does this matter?
- Is it possible that even at EV +1.0 the D70s in Commander mode doesn't instruct the strobes to output full power? Maybe I'm misunderstanding EV +1.0
- Will the SU-600 be able to overcome the D70s shortcomings, i.e. can/will it instruct the SB-600s to output a true full power?

My biggest fear is that even with the SU-800 I won't have enough juice, though I can't imagine two SB-600s not having enough power to totally blast this scene white!
