First, go to http://www.nikonlinks.com/unklbil/accessory.htm
there you can find "everything" about it..
AS-15 Speedlight Hotshoe Mounting Adapter

The AS-15 is a hot shoe adapter, it "enables the connection of flash sync cords with standard PC-type connector to the camera body, via the built-in hot shoe. Suitable for Nikon cameras not fitted with PC-type sync terminal." Nowhere the word TTL comes up.
On the other hand, the SC-17 " ... provides full TTL flash coupling for off-camera positioning of Nikon speedlights." One end is a hot shoe male adapter that goes into the camera, the other end is a female hot shoe where the speedlight hot shoe is mounted.
