In addition to setting up the Role played by card in slot 2, you also need to tell the camera to shoot both RAW and JPEG in the first place. This is done with the Image Quality setting, either using the QUAL button or the Shooting Menu - it's explained on pages 85-86 of the D7000 manual. You can choose RAW plus Fine, Normal or Basic JPEG's.
