I agree with the other posters in that there is on need to export your jpegs only to re-import them for viewing. Just leave them in Aperture.

As far as star ratings go, I found a plan for assigning star ratings in Chad Jarvis' blog to be a great system and the one that I have been using to keep my life (or at least my photos) organized! You'll find it at: http://blog.chasejarvis.com/blog/2011/03/photo-editing-101/
