Thanks for your kind comment. I have revised my OP with references to pages of the Nikon D700 Manual shown in {brackets}.
Although the cold-reboot appeared at first to have solved the problem, I sometimes still need to cycle the VR ON-OFF switch to restart VR, so I could still need to visit my Nikon dealer.
I have tried cleaning the contacts and wiggling the lens to make sure it is correctly seated. Any other suggestions?
