"Adjusting aperture"

I have had my D700 for several months now and just noted an anomaly. After shooting for a while on aperture priority, I can no longer adjust aperture with the front control (sub-command dial). I checked and had pressed the shutter release half way down. However, I cannot change the aperture. A few seconds later, I can make changes.

Camera is mounted on a tripod when this has happened.

Any thoughts?
