I want to darked/swirl license plate without using another program.

I thought I could do it using the brush by just changing the Exposure slider but it does not seem to have the same effect like you get when playing with "Blacks" slider in the other section.

The other approach is to use the heal and then copy some darker section but that seems slow.

Any tips?
