That really implies that a lens has no specific angle of view, and that it dependent upon what is recorded. That's why "cropped" or "35mm equivalent" always seemed like better descriptions to me. They don't imply that physical characteristics of the lens are changing.
And yes, I would interpret Field of View the same way. I think Nikon is purposely avoiding the term Angle of View, as Field of View is more appropriate for relaying the concept that it is an image size measurement.
