It looks like a Red-tailed Hawk. He was "blinking" in the one photo. The eagles are adult Bald Eagles, juvenile Bald Eagles, and Turkey Vultures.
The "blinking" is actually the "third eyelid" or nictitating membrane covering the eye. This translucent membrane cleans, moisturizes, and protects the eye.
