Shooting the D700 on Manual, 24x70 lens, spot focus. The focus indicator, little circle, pops right into focus. But I can still take the focus ring and make a small positive improvement. I had a D300 and the focus ring did not seem to make a difference in the same situation....Is it normal to be able to make a positive adjustment with the focus ring??? thanks...

It probably depends on your focus target. And the amount of light available.

Any chance you have an example photo with all the EXIF data intact?

Nikkor lens or third party? Which model? Might try using a focus chart to check front/back focus:
